Rocker Arm too Soft?

Yes, you're f'd. All parts need to be replaced - they are toast. Once it wears past the surface hardening, the wear goes very fast. These are way past gone. Sorry.
 
The other side of the rocker is still black and the cam looks good.

Would suggest only the rocker and the shims need to get exchanged.
 
I'm not seeing the cam photo to gauge it, but I had a similar experience with a Honda XL250 that I had a hot cam in and when the rocker went, the cam went too. The cam surface is likely going to be harder and more resilient than the rocker arm, but if it's worn or scared in any way, it will accelerate the wear from a new rocker setup. But that might be an acceptable trade-off to not have to swap out the cam.
 
Yea, the cam surface shows nor scarring, and the part of the rocker which touches the cam is also "like new".

Rocker looks to run about 150 to 200 bucks.
 
Somewhere between 18k and 19k miles.

Edit: just used some magnification to look on the shim I took out 5k miles ago from that valve and evidence is already present, albeit not obvious.
 
I would replace the at least the rocker arm and the shims. What do the intake shims look like?

Opened for valve clearance maintenance?
 
Yes, intended to just check the valves, the clearance on all 4 was good when the whole guage was inside.

Only noticed the one valve felt wierd when just the tip of the guage was in... so I took the exhaust side apart to look and found the middle of the shim worn down.
