What's the best way to attach these mounts to the tank?
Would VHB double-sided tape do the job reliably?

Yes, I would say some proper double sided tape should do the job; and the wires should also help to secure them.

There are some attachment points for the cable inside the housing. I'm still debating whether to run the cable towards the front or straight down.
My main intention was to use bolts and nuts to fix it to the tank cover and drill a hole for the wire, but I don't think there is enough space between the gas tank and the covers for that.

Bolts and nuts would be the way to go but if u don't have the space consider a good contact adhesive (thinly applied to both sides) and for extra security a few small aluminium pop rivets.

I have a front fender extension at the other bike that is attached to the fender only by double side tape; it works perfect since years.

Are you sure that there is not enough space between the gas tank and the cover to route the cables?
At the top of the gastank are some bulges; the cover should rest on them; and there should be all over some space between the tank and the cover.
Maybe I'm wrong, but from the pics I would assume there should be enough space; maybe also the lateral recesses in the gas tank will help.

There's some space, but it's not much, maybe for a flathead bolt or something low-profile.
I remember a few discussions about the tanks on these bikes getting a bit deformed and impeding the covers to fit properly.
I do not want any metal rubbing against the plastic tank.

I'll go with the double-sided tape for now while I play with the design.
The goal is to make them modular or at least quickly removable

The ones in the first post are a bit of an in between. They have a focused bean in both white and yellow

This one is closer to the tank's cover look when the light isn't mounted.
