I wanted to give an update in case anyone ever has the same problem and is looking for an answer. So far and I say so far It seems to be the de-compression valve was installed wrong at the recall. I don't understand it since the compression reading I took were low when it was struggling to start but Here is whats been found. Acccording to my dealer the decomp valve can be installed 180deg off and looks right per the husky instructions. The tech line I was told confirmed this which would look right but make the valve work opposite of how it should. They changed it and I've ridden the bike and started it 50 times or so in the garage and it seems to be fixed. they said the original starter was tested and was indeed bad but it wouldn't be covered under warrienty since it was past the deadline.
