I honestly believe this is the nicest looking 401 luggage rack I've seen. Not a mash of tubular rails. The flat plate would allow either a top case plate or a nice surface to attach a tail pack. This rack also uses dual mounting points instead of one. It should be solid and secure. I told them I'd buy one.
