Actually, before drilling the whole head off, Id drill it and use an appropriately sized easy-out screw extractor. BUT WHATEVER YOU DO, DO NOT BREAK OFF A DRILL OR EXTRACTOR IN THE BOLT! Those are hardened steel and very hard to fix!

A new lockset might be easily found on eBay. Look up the part numbers so you are sure you are getting the right thing that is compatible with your bike...

You might find this thread useful: https://hqvadventure.com/forum/threads/torque-wrench-preference.1513/ I might suggest buying tools from a known tool manufacturer, especially expensive tools. I can't imagine Husky is the actual manufacturer of that thing. A quick google seems to indicate this...
