Actually, before drilling the whole head off, Id drill it and use an appropriately sized easy-out screw extractor.
BUT WHATEVER YOU DO, DO NOT BREAK OFF A DRILL OR EXTRACTOR IN THE BOLT! Those are hardened steel and very hard to fix!
Apparently, these are ignition switch shear bolts. Something like this:
After the bolt is screwed in, the hex part is snapped off.
There are various instructions online to try and remove these....

Look up the part numbers so you are sure you are getting the right thing that is compatible with your bike...

I might suggest buying tools from a known tool manufacturer, especially expensive tools. I can't imagine Husky is the actual manufacturer of that thing.
